double gas bill

I'm confusing about the gas bill which I just received.

$446 looks not a normal bill for me and I compare it with last one.

it's this time I got

I don't know why HO000827 is start from 167 because last time it end read is 19157.

I'm wondering if you could please clarify something for me.
