I am a landlord of a commercial premises, the premises has no tenants since June 2016, but I received a bill with estimated usage from 2 December 2016 to 3 march 2017. The account should have been disconnected on 7 February 2017. Can I have the amount outstanding waived as there was no usage? Who should I contact? Thanks
