How to read hot water gas meters in unit block

I have just found out that AGL have been estimating my hot water gas readings for my 2 bedroom unit for over last 3 years - I believe they have grossly over been over estimating them as the only gas used is hot water - cooking and heating is all electrical and washing machine only uses cold water.

I have taken a photo of the unit's hot water gas meter today, which reads 00197416 (see attached). Can somebody please tell me what my what the reading is in the same format that AGL use? I am confused about the black and red numbers and where the decimal should be. I read in another forum that you need to shift one of black numbers to the right of the decimal point, so is the reading 19,741.6?

My last actual reading from AGL for the hot water gas meter 3 years ago was 19742.07 (see photo attached).

 

Any help would be greatly appreciated
