For several months our AGL gas account bills have been
accompanied by a note advising that, and I quote:
'the enclosed bill is estimated because the distributor
did not provide an actual read - please ensure meter access
for your next reading'.
We have discussed this matter with our building manager who
specifically informed us that for all apartments
'all the meters are read remotely via modem, so there is
no reason they would need access'.
We note that because of continuing refurbishment of our apartment our
gas usage has been minimal, and the 'estimated' usage (and charges!)
have been grossly exaggerated.
Any advice would be appreciated.

I'm wondering, and this a wild guess, talk to your building manager and see if he has Electricity and Gas a tad mixed up, as unless there is new technology I am unaware of, Gas cannot be remote read, only Electricity, the latter needing at least a smart meter, You also don't mention which state your in as different states no doubt have different rules and policies.
I should add that I am just like you, an AGL customer only.
AGL also has a feature I use, I can enter my own meter read and have done so for a lont time now, no doubt it also gets read visually but I like to do my own and record by digital photos the meter read and the meter number, gives me some peace of mind.
Rob provides some very good information above and is correct, it sounds like your building manager may have the electrict smart meter and gas meter confused here. The gas meter will still need to be read manually, however, on the chance you are on monthly billing currently, we'd absolutely recommend reading the following article to submit your own reads - here. Thanks for your replies to my query.
Our building manager is adamant all the gas meters should be
read out via a modem, to which they are connected by cables.
These cables can be seen in my attached snapshots.
Perhaps the AGL meter reading subcontractors (Jemena Gas ?)
are unaware of this...
Your suggested option of submitting our own meter reads is interesting,
which we should try.
To read the COOK TOP GAS meters (big grey ones on the left) is easy.
The HOT WATER GAS meters (smaller red ones on the right) is awkward,
since these are mounted very high up the wall.
I read somewhere on this forum about Gemena gas, some hiccups etc. so best I leave you with Nathan to sort out, he is better equipped.I also can't see your JPG image, just shows a black and yellow triangle, switching to HTML does not help.
Photos are not clear enough to see what is really connected to what but this gem, Andrew, may also shed some light, it sort of re-inforces that no such animal as smart meters for gas......Jemena or otherwise. When in doubt, Google!!

Indeed they do not mention these on their gas meter pages?
I have decided to query Jemena about this, attaching additional
snapshots of the two meters and the protruding cables (which are
presumably for readout?), and specifying the meter numbers.
Hopefully they will respond (one way or another) sometime next week,
and I will update this thread accordingly.
An update on developments concerning our gas meter reading problem:
No response to our online query to Jemena Gas.
Phone call to Jemena: a recorded message saying that all meter reading
questions should be directed to gas retailer.
Phone call to AGL: put on hold while they discuss this with Jemena.
Eventually AGL advise that Jemena Gas will be coming within next two
weeks to 'realign' our gas meters (whatever that means).
Apparently Jemena Gas also requested that our building manager be
there (either in person or on mobile) to let them know about remote
modem terminal readout of these gas meters.
Then I will summarize the (hopefully) final outcome on this thread
