Bill duration - When comparing two bills, it's important to acknowledge which period these bills cover. If one bill covers a longer period than the other, than it's only natural to assume that it should cost more.
Meter reading quality - Your meter reading quality plays a crucial part in your bills. If your bill is based on an 'Estimated' reading (found on the second page), then it may be the case that it is overestimated.
